Neither Internet Explorer or Chrome will necessarily do a great job for formatting a web page for blow back as a hard copy, or to write to a PDF or other document image. See these examples of how each browser formats the home page of the Electronic Discovery Reference Model, www.edrm.net , in incomplete 2 page versions
To get better results try using HTML Cleaner, specifically the page at, https://htmlg.com/html-editor/
You enter the HTML code on the right [just right click on a web page and select 'View Source'], and then a formatted version of the text will be generated on the text editor on the left.
Select File . . . Print in the text editor on the left and you'll see you can generate a PDF which is 13 pages long and a fuller representation of the web page.
