On this site, http://www.sublimetext.com/ you can download a free text editor for Windows called Sublime.
One of Sublime's basic features allows you to edit multiple lines of text simultaneously. Simply use your mouse to select multiple lines of text and then press CTRL + SHIFT + L . You will see cursors appear for each line, and at the end of the lines. Now, any changes that you enter will appear on all of the lines. If you want to enter text at the beginning of the lines, press the UP arrow once. You'll see that entries will be made at the beginning of each line, except the last. If you enter quotes at the end of each line, they will automatically appear at the beginning of the line as well. Just press ESC to go back to editing normally.
